Minister of Agriculture and Plantation Industries, Mahinda Amaraweera emphasized that the on-going agricultural modernization program initiated by the current government aims to advance local agriculture, making it impossible to use farmers as political tools.

He announced a new initiative to cultivate green gram (mung) in paddy fields, in conjunction with the Yala and Maha seasons, targeting a harvest of 18,828 metric tons. Under this program, each farmer will receive 25 kg of graan gram seeds per hectare.

Addressing the press briefing titled “Collective Path to a stable Country” held at the Presidential Media Centre (PMC) today (24), the minister pointed out that, following the record rice harvest in 2023, the country produced nearly 3 million metric tons of rice, resulting in a significant surplus.

The Minister also noted that the total rice production in the country stands at 4.5 million metric tons.

Minister Amaraweera further explained;

The fertilizer crisis during the Maha season of 2021 disrupted rice production, leading to insufficient rice supplies in 2022. Predictions circulated in press conferences that rice prices could exceed Rs.500 per kilo. However, under President Ranil Wickremesinghe’s leadership, the government took comprehensive measures to boost domestic rice production.

Urea fertilizer was provided for the 2022 Yala season, and farmers received a Rs.20, 000 of subsidy per hectare for paddy cultivation. As a result, the country did not need to import any rice in 2023.

In 2023, Sri Lanka’s rice production reached 4.5 million metric tons, while the annual rice requirement is 2.4 million metric tons. From the paddy harvest, nearly 3 million metric tons of rice was produced, resulting in a surplus for the year.

This surplus is attributed to farmers following our guidance.

Additionally, due to a previous shortage of maize, we allocated about 100,000 metric tons of rice for animal feed. By using rice as feed for cattle and chickens, the country significantly reduced its expenditure on maize imports.

Our objective is to double the paddy yield within the next five cropping seasons. To achieve this, we plan to introduce new agricultural technologies aimed at increasing the yield per hectare to 9 metric tons. A comprehensive technical package will be rolled out to support this goal.

We are also implementing this initiative in agricultural areas such as Anuradhapura, Ampara, Polonnaruwa, Hambantota, Monaragala, and Kandy. Additionally, the Department of Agriculture has been directed to commence cultivation for the third or intermediate season immediately following the end of the Yala season. As part of this plan, we will initiate the green gram cultivation program in paddy fields right after the 2024 Yala season concludes. So far, 4,464 hectares of green gram have been cultivated in the 2024 Yala season, with an expected production of 6,500 metric tons.

In the intermediate season, green gram will be cultivated on 8,943 hectares, with an anticipated yield of 6,707 metric tons. This contributes to a total of 13,407 hectares of green gram for the year, with a projected yield of 13,207 metric tons.

Our goal is to fulfil 75% of the annual green gram requirement during the Yala season.

The annual green gram requirement in the country is 20,000 metric tons. We are expecting to produce 18,828 metric tons by growing green gram in both the young and high seasons. For the intermediate season, we will provide 25 kg of green gram seeds per hectare free of charge, equating to Rs.25, 000 worth of seeds per hectare for each farmer.

Additionally, we plan to impose an import tax on green gram to limit imports and protect local farmers.

Furthermore, we have merged the two government-owned fertilizer companies into a single entity, which has enabled us to reduce the prices of five types of fertilizers by Rs.1, 500 to 2,000. This concession extends to fertilizers used in cinnamon, coconut, and tea cultivation.

During the past, farmers’ issues have been politicized and used to incite various agitations and protests. However, with the agricultural modernization program launched by the current government to promote local agriculture, it is no longer possible to manipulate farmers for political purposes.

The people of Gampaha district have decisively endorsed Ranil Wickremesinghe for re-election as president in the upcoming presidential election.

More than 250 Gampaha local government representatives, along with 26 SLPP Ministers and MPs, have pledged their strong support for the President.

President Ranil Wickremesinghe emphasized that he will never allow the country’s future to be dictated by political agendas. Instead, he believes that politics should be aligned with the country’s agenda. He extended an invitation to Mr. Sajith Premadasa and Mr. Anura Kumara Dissanayake to join him on this journey.

President Ranil Wickremesinghe made these remarks while addressing the “Together We Win – Api Gampaha” rally in Kadawatha today (21). A significant number of people from Gampaha district attended this public rally to learn about the government’s program and future plans. They warmly welcomed the President, expressing their support for the government’s initiatives.

Representing the people of Gampaha district, Minister Prasanna Ranatunga proposed that President Wickremesinghe should stand as the presidential candidate in the upcoming election. The proposal received unanimous approval, along with over 15,000 attendees including 26 Ministers and MPs and 250 former local government members of the SLPP. They raised their hands in support, and the resolution was passed unanimously at the rally.

During his speech, President Wickremesinghe reflected on taking over the country without an economy or functioning government on July 21, 2022. He emphasized that he has fulfilled his responsibilities and consistently worked for the nation’s betterment, rather than personal gain.

Addressing the public rally, President Ranil Wickremesinghe further stated,

Today, I am addressing this public rally in Kadawatha on the occasion of completing two years in office as President. I report to you that I have fulfilled the primary responsibility entrusted to me on that day. I took over a country that was facing an economic collapse and lacked a functioning government. At the time, it was also apprehensive and reluctant to provide me a government office to sworn in as Acting President. Ultimately, I went early in the morning to the Valukarama temple near my residence to take my oath. The country was in such a dire state back then.

At that time, I was the sole Member of Parliament from my party. To address the situation, I assembled a team with various Ministers and MPs from different parties. I first sought support from the Samagi Jana Balawegaya (SJB), assuming they were aligned with the United National Party. However, they did not support me and instead backed MP Dallas Alahapperuma. Then I approached the JVP, but they chose to endorse MP Anura Kumara Dissanayake separately and were reluctant to assume responsibility, making it challenging to gain their support.

Subsequently, I sought the backing of the SLPP. I did not go to speak with former President Mahinda Rajapaksa because the party had a chairman, and I informed him of my wish to meet and speak. However, he mentioned that he could not discuss anything.

After that, I met with former President Rajapaksa and proposed that we work together to advance the government. He acknowledged the importance of the step and agreed to discuss it with his party. Subsequently, he confirmed that they were ready to support me. However, during this time, the party chairman defected to the other side. This marked the beginning of our government’s journey.

At that point, I had no official residence as the Presidential Palace was occupied by protesters, my house was set on fire, and the Presidential Secretariat was also occupied. In response, I proposed to the Prime Minister that we share the Prime Minister’s Office—he would use the ground floor, and I would use the upper floor, with shared access to the conference room. For the next two to three weeks, we continued government operations from this arrangement while negotiating with the International Monetary Fund.

I believed that everyone should join us on this journey. Our country was devastated by political turmoil, but Sri Lanka has the potential to thrive with pride. We must progress. We were on the brink of bankruptcy, but by making tough decisions, we advanced the economy. Without implementing this program, we risk falling back into crisis.

Despite seeking support from the opposition, we received none. Instead, they opposed our efforts. I worked not for personal gain but for the country’s benefit. However, neither the SJB nor the JVP provided the necessary support. While travelling around the world, they urge not to support us.

Despite these challenges, we persevered. Today, we have successfully completed the debt restructuring program, and it will be officially announced in the coming days.

At the same time, we have received funds back for the projects we have supported, and all restrictions have been removed. Additionally, work on the Central Expressway is being restarted.

Reflecting on the past, we remember a time when there was a severe shortage of fuel, electricity, and fertilizer. Hospitals and schools were closed, and queues were forming on Kandy Road and in other parts of the country. We must ensure that such a crisis does not recur and work together to move forward.

For four years, our youth faced a lack of job opportunities. It is crucial that we create jobs for them and improve the sources of income for our people. Throughout this journey, we have not forgotten the poor, launching the “Aswesuma” and “Urumaya” programs to support them. Today, the country has sufficient fuel and medicines, and we have introduced an agricultural modernization program in the villages. In this brief period, we have accomplished what had not been achieved in 75 years.

We are leading a revolution aimed at building a better future for the youth. This movement is designed for you and should be carried forward. We have presented the Economic Transformation Law to Parliament, with plans to increase our GDP fivefold over the next 20 years. Significant advancements have already been made in modernizing education, reforming vocational training, establishing new universities, and digitizing the country.

At that time, Biyagama in the Gampaha district was a largely undeveloped area. When I was the Minister of Education, I spearheaded a significant transformation there, turning it into Sri Lanka’s largest industrial zone with two trade zones. We are now planning to develop a third trade zone of 160 acres in Keragala. Additionally, with the establishment of the oil refinery in Trincomalee, we intend to create another major trade zone in Sapugaskanda. This model of development should be replicated across the country, and we have made progress on this front.

The future of our country cannot be determined solely by political agendas. I will not allow that. Politics should align with the country’s needs; otherwise, our country has no future. We must advance as a proud nation, making meaningful changes rather than issuing false promises. The country’s progress should not be driven by political agendas, but by a shared vision for national development. I invite Sajith Premadasa and Anura Dissanayake to join us in this effort. Let’s embark on this journey together.

Gampaha is the heart of the United National Party. Just as the first Prime Minister D.S. Senanayake, Former Prime Minister Dudley Senanayake, and Former President J.R. Jayewardene began their political careers from Gampaha, I also began my political career in the Gampaha district. We must unite in this effort, remembering that D.S. Senanayake, in collaboration with Former Prime Minister S.W. R.D. Bandaranaike, played a key role in securing our country’s independence.

Dudley Senanayake collaborated with Sirimavo Bandaranaike. J.R. Jayewardene pledged support to Mrs. Sirimavo during the 1971 insurrection. During the 1989 unrest, Mrs. Bandaranaike and Mr. Anuruddha Ratwatte had discussions with President Premadasa. We worked together to safeguard our nation during those times, and it’s important for everyone to remember this.

We have been involved in politics since universal franchise was established in 1931. However, after each election, power has been transferred smoothly. We do not point fingers at the Supreme Court; as such a situation is unique to our country. We proudly carry this system forward. We cannot revert to the era of queuing for essentials. Together, let’s build a country where we can all live well. When an invitation is made, answers must be given, and it will be given in due course.

Minister of Urban Development and Housing and Chief Government Organizer, Prasanna Ranatunga,

Today, it has been two years since President Ranil Wickremesinghe took office. At that time, the residents of Colombo flats and the entire country were facing severe hardships, with shortages of fuel, gas, and medicine threatening their basic right to live. To rescue the country from this economic crisis, the Sri Lanka Podujana Peramuna (SLPP) invited President Ranil Wickremesinghe to assume the presidency.

The Gampaha district is of significant importance. Former President Gotabaya Rajapaksa won over 365,000 votes from this district. Today, all political parties have united, and the people of Gampaha are committed to ensuring you receive the same level of support and recognition.

As the upcoming presidential election approaches, a critical decision lies ahead. We are heading towards a challenging juncture, akin to crossing a precarious vine bridge. “Kaiyanayaka” Anura Kumara has remarked that only those with experience can navigate this bridge safely. It is only President Ranil Wickremesinghe who possesses the necessary experience to lead the people of this country across this vine bridge.

When Mahinda Rajapaksa defeated in 2015, it was the people of Gampaha district who gave me the strength to represent him. Thanks to their support, I am now advocating for President Ranil Wickremesinghe’s victory in the 2024 presidential election.

This is the third major rally in the “Ekwa Jayagamu” series. The first rally took place in Matara, the second in Kandy, and today we hold the third rally in Gampaha. I stand here today because President Ranil Wickremesinghe has worked to create a country where people can thrive. President Wickremesinghe committed to freeing the people from oppression without any conditions. Supported by the Sri Lanka Podujana Peramuna (SLPP), his only condition was to build the country and ensure a better environment for its citizens. All these changes result from the President’s sound management policies. Therefore, we are committed to working tirelessly until President Ranil Wickremesinghe achieves a decisive victory.

I pledge my unconditional support to you who have taken on the responsibility of leading this country unconditionally.

Senior Adviser to the President on Climate Change, Ruwan Wijewardene,

Today is a special day for the Gampaha district as we celebrate two years since President Ranil Wickremesinghe assumed the office of President. This celebration marks not only his tenure but also the introduction of a new political culture to Sri Lanka. Notably, leaders from all political parties are present today, united in their commitment to building the country’s economy.

Two and a half years ago, amidst a severe economic crisis, there was no leader willing to take charge. Reflect on where Sri Lanka might be today if President Ranil Wickremesinghe had not stepped in. He took on the challenge, restored the economy, and created a liveable environment despite the adversities he faced, including having his house set on fire by protesters. While some political groups hoped to set the country ablaze and seize power, President Wickremesinghe chose to act decisively for the benefit of the people, focusing on strengthening the economy.

At a time when the country faced fuel and gas shortages and endured fourteen-hour power cuts, no leader stepped forward to take responsibility—except President Ranil Wickremesinghe. He addressed the economic crisis effectively, even as political opponents, unable to handle the situation, resort to spreading propaganda in their pursuit of power.

At the request of Former President Gotabaya Rajapaksa, Mr. Ranil Wickremesinghe first took on the role of Prime Minister and then became President, ensuring the provision of adequate fuel and gas to the people. He also implemented an economic strategy to generate sufficient foreign exchange for the country, accumulating over USD 5.5 billion in the treasury. The government now has enough foreign exchange to provide basic facilities to the citizens.

Embracing this new political culture, we are dedicated to strengthening the country’s economy over the next decade. Let us work diligently to secure a permanent victory for President Ranil Wickremesinghe in the next presidential election. We also invite the supporters of Samagi Jana Balawegaya (SJB) to join us in supporting President Ranil Wickremesinghe’s victory.

Minister of Tourism, Lands, Sports and Youth Affairs Harin Fernando,

Some claim that President Ranil Wickremesinghe is a member of the UNP, others say he belongs to the SLPP, or even the SJB. However, it must be clarified that President Ranil Wickremesinghe is not affiliated with any of these parties. He stands with the people of this country and has no party allegiance. We should advise all party members to avoid experimenting with leadership at this critical time. The President has worked hard to bring the country to its current state, and this is not the moment for further experimentation.

The former Prime Minister of Australia, who recently visited the island, made a notable statement. He warned that if Sri Lankans lose a leader like Ranil Wickremesinghe, it could lead to the destruction of Sri Lanka. After Sajith Premadasa lost the last presidential election, although I attended all his 150 political rallies, I could not locate him for three weeks—he was hiding. We struggled to cover the costs of holding rallies, and eventually, we had to abandon him. This was not due to any other reason but because he failed to address the people’s suffering by avoiding the acceptance of the challenge. A leader who cannot confront such challenges is unfit to take on the responsibility of leading this country. Therefore, I urge everyone in the SJB to recognize this reality.

The upcoming presidential election is not just about party leaders winning; it will determine the future of your children and the country. The Gampaha district plays a crucial role in this election. Let us all unite and move forward together.

Seeing the massive crowd in Gampaha today, there is no doubt that President Ranil Wickremesinghe will be re-elected in the next Presidential Election. Today Kadawata city has witnessed the largest gathering of people in recent history.
After independence, Sri Lanka saw development in various sectors such as education, health, technology, and infrastructure. However, the economic crisis in 2022 caused a significant decline in the country’s progress. Revenues fell, and people faced hardships. At this critical juncture, President Ranil Wickremesinghe stepped up to accept the challenge, and we recall his leadership with great respect. Just as President Mahinda Rajapaksa provided relief to those affected by the war and President Gotabaya Rajapaksa supported those impacted by the COVID-19 pandemic, President Ranil Wickremesinghe offered relief to those suffering from the economic crisis.

Today, the country’s financial system is stable. Bank interest rates are decreasing systematically, foreign reserves have surpassed USD 06 billion, and the economy has stabilized, restoring public confidence. With this foundation, we have a leader poised to guide the country toward rapid and substantial development. I am confident that we will continue this journey with President Ranil Wickremesinghe, who has a clear vision for the future and has stabilized the country’s economy.

A group of individuals who care deeply about the future of this country is with us today. Former Prime Minister S W R D Bandaranaike is my Uncle, and the world’s first female Prime Minister, Mrs. Sirimavo, is my aunt. Hailing from well-known political family, I made a difficult decision because of President Ranil Wickremesinghe’s efforts in rebuilding the economy. I cast my vote in the parliamentary election with a trembling hand. But now, I wholeheartedly extend my support to President Ranil Wickremesinghe in the presidential election.

Mr. Anura Kumara Dissanayake came to Kandy and asked where Lohan was. To that, I say: if you are afraid of devils, you don’t build houses in the graveyard. Everyone knows what the Janata Vimukthi Peramuna (JVP) did to Sri Lanka during 1988-89. I urge and I would like to remind JVP not to be mislead the Young and innocent children who support JVP today. Today, over 15,000 people have gathered here, surpassing the number of attendees at other presidential candidates’ events in Gampaha. I recall with great respect Minister Prasanna Ranatunga, who has always been a steadfast supporter.
Mahinda Rajapaksa is the leader who united the country and spearheaded significant development. Gotabhaya Rajapaksa is the president who guided the country through the COVID-19 pandemic. Ranil Wickremesinghe is the president who took charge during a critical time and played a pivotal role in stabilizing the country, demonstrating that any challenge can be overcome through unity. I firmly believe that today’s public rally marks a turning point for President Ranil Wickremesinghe.

Several Ministers, parliamentarians, distinguished guests, and people from the Gampaha district attended this rally.

President Ranil Wickremesinghe announced that Sri Lanka will implement a strategic plan over the next decade to create job opportunities for its youth domestically, rather than having them seek employment abroad.

He notified that failing to execute this plan would undermine the government’s significant investment in education and stressed the necessity for Sri Lanka to progress beyond its current status as an underdeveloped nation.

Addressing the 106th College Day celebrations of Bandaranayake College Gampaha, today (24), President Ranil Wickremesinghe highlighted his efforts to reform the education system to better align with new technologies. He assured that necessary funding will be allocated for this purpose.

During the visit, President Wickremesinghe received a warm welcome by the college band while the cadet corps welcomed him with a presidential salute. He also paid floral tributes at the College War Heroes Memorial.

The President inaugurated the “X-ban” 2024 Education Science Technology, and Trade Exhibition, held in conjunction with the college day celebrations. Bandaranayake College Principal Kasun Gunarathne presented the President with a souvenir of the exhibition.

Additionally, the President awarded gifts and certificates to students who achieved outstanding results in the G.C.E. (Advanced Level) examination.

In his address to the gathering, President Ranil Wickremesinghe further elaborated,

“I last visited this college in 1992. Before that, as the Minister of Education, I arranged for the construction of necessary buildings for this college. Later, in 1992, I visited the college as the Minister of Industry and Technology, and we discussed the advancements in technology needed for the college.

Today, those discussions are reflected in the exhibition at Bandaranayake College. Over the past 30 years, our country has experienced rapid changes. However, four years ago, the COVID-19 pandemic caused our economy to collapse, leading to significant hardships for everyone. We faced severe shortages of fuel, medicine, and food, and the struggles were widespread.

Fortunately, we have emerged from that difficult period, and with the end of the economic crisis, we expect to recover our foreign aid funds soon. Nevertheless, we still face challenges and must proceed with a well-structured plan. By following this plan, we can gradually alleviate the economic burden and strengthen our economy over the next two to three years, ultimately enabling us to offer more benefits to the people.

For the past four years, we have had to limit spending on education. Now, we must invest in education and update the school system with new technology. At today’s exhibition, we saw drones created by college students and developments in Artificial Intelligence (AI) within schools. Funding is required for these initiatives, and we also need to recruit more teachers. I have reached out to Mr. Elon Musk for assistance with these educational challenges and to support schools in need. By the end of this month, we aim to provide him with the necessary licenses to support these efforts in Sri Lanka.

Attention must be given to young people completing their school education. For the past four years, we have been unable to provide sufficient job opportunities, and this number will continue to rise. We need to address this issue urgently to prevent potential protests and avoid negative international scrutiny. A major economic transformation is necessary to create jobs and income sources.

We faced a similar situation in 1977, when there were no industries in the Gampaha district. At that time, we established the Katunayake and Biyagama trade zones, and then President Chandrika Kumaratunga initiated factories in the Attanagalla area. Today, the Gampaha district is home to many factories. We are also planning to start an industrial park in Keragala next year. Additionally, relocating the oil refinery to Trincomalee could lead to the development of a large industrial town in the Sapugaskanda area. It is crucial to implement new initiatives to generate jobs; otherwise, we risk further unrest and challenges.

We have also launched an agricultural modernization program to enhance the country’s agriculture. Additionally, we aim to boost the tourism sector from 2.5 million to 5 million visitors and develop a large technology-driven economy. This requires a new generation equipped with advanced technical knowledge, which is why we are planning to establish four new technological universities. We are committed to driving a significant transformation across these sectors to build a new economy. Without this economic shift, our children face an uncertain future.

Currently, many of our youth seek employment in countries like the United States, Dubai, and Singapore. We must ask ourselves why we cannot create similar opportunities here in Sri Lanka. Over the next decade, we must focus on addressing this issue, developing the country, and generating new job opportunities. Otherwise, our investment in education will yield no benefit, and Sri Lanka will continue to struggle as a poor nation.

In order to address this issue, we must follow a strategic plan within the next decade. The government is working to introduce the necessary laws for economic transformation, strengthen the export economy, and compete in the global market. Sri Lanka, along with Burma (Myanmar) and Thailand, is one of the main countries where Theravada Buddhism is practiced. While Myanmar remains entrenched in out-dated systems, Thailand has made rapid progress by embracing modern approaches.

As a nation that upholds Theravada Buddhism, we must decide our path forward. We should aim to succeed in the global market within a Buddhist framework, similar to Thailand. By working together towards this vision, we can create a new economy that addresses the employment problem and fosters an environment where people choose to stay in Sri Lanka” MP Milan Jayathilaka, Senior Adviser to the President on Climate Change Ruwan Wijewardene, former Minister Pandu Bandaranaike, Air Force Commander Air Marshal Udeni Rajapaksa, President’s Media Director Waruna Rajapaksa, as well as teachers, students from the schools, and several other guests were present at the event.

A special meeting of the National Election Commission will be held on Wednesday or Thursday.

Chairman of the Election Commission R.M.A.L. Ratnayake said following the discussion, the date for the Presidential election will be announced.

Meanwhile, the Cabinet has appointed a special committee chaired by Secretary to the Ministry of Public Security Viyani Gunathilaka, to oversee the security of the upcoming Presidential candidates and former Presidents.

The committee consists of Chief of Defense Staff General Shavendra Silva, Inspector General of Police Deshabandu Tennakoon, and Chief of Intelligence and Senior Deputy Inspector General of Police.

Secretary to the Ministry of Public Security Viyani Gunathilaka said that the former Presidents have been informed to appoint a competent officer to coordinate security affairs.

Accordingly, former Presidents Chandrika Bandaranaike Kumaratunga, Mahinda Rajapaksa, Maithripala Sirisena, and Gotabaya Rajapaksa have been notified.

The committee will also supervise the security of the candidates who will be contesting the upcoming Presidential election after submitting their nominations.

Under the “Presidential Scholarship Program” initiated as a concept of President Ranil Wickremesinghe, approximately 3,000 out of 5,000 scholarships will be awarded to lay students, student monks, and Sheela Matha in Piriven and Sheela Mata educational institutions, with the ceremony taking place tomorrow (24) at 3:00 pm at the Temple Tress under the patronage of President Wickremesinghe.

This marks the first scholarship program of its kind for lay clergy students in Piriven. The initiative extends financial support to student monks studying up to the Piriven (Ordinary Level) and lay students up to the G.C.E. (Ordinary Level), providing them with Rs. 9,000 initially and Rs. 3,000 monthly for 12 months.

Further support is available for student monks, Sheela Matha, and lay students who pass the Piriven or G.C.E. (Ordinary Level) exams and progress to the Pracheena or G.C.E. (A/L) examinations. They will receive Rs. 6,000 monthly, with this support continuing for up to 24 months or until their exams. Each recipient will receive a lump sum of Rs. 18,000 at the award ceremony to cover outstanding instalments.

In the coming days, instalment payments will be deposited directly into the bank accounts of other lay clergy scholarship recipients not present at the ceremony. The selection of scholarship winners involved the full cooperation of each Piriven Parivenadhipathi Thero or Institute Director, with oversight from the Piriven Education Sections under the Ministry of Education.

The President’s Fund has committed nearly Rs. 300 million annually to this program, which aims to reach all 10,126 schools on the island, benefiting 106,000 students. It offers Rs. 6,000 monthly to advanced-level students for 24 months and Rs. 3,000 to students from grade 1 to grade 11. The first phase of this 12-year program is now nearing completion.

These initiatives highlight President Wickremesinghe’s commitment to ensuring that no one in need of support is left behind during these challenging times.

President Ranil Wickremesinghe announced plans to ensure returning migrant workers can live with dignity after completing their service abroad. He thanked these workers for their vital contributions of foreign exchange during the recent economic crisis, acknowledging their crucial role in advancing the country’s economy.

The President made these remarks while addressing the inauguration ceremony of the “Wigamanika Harasara” initiative, held today (21) at the Sathyawadi Ground in Kurunegala. This initiative aims to recognize the impact of migrant workers on the Sri Lankan economy.

To assess the contribution of migrant workers to Sri Lanka’s economy, the “Wigamanika Harasara” program was launched across the country, beginning in the North West Province. Approximately 5,000 migrants from the Kurunegala, Puttalam, Anuradhapura, Matale, and Kegalle districts participated in this initiative.

During the event, the President also awarded Rs.50, 000 each to migrant workers as seed capital to support their self-employment ventures under a welfare benefits program managed by the Sri Lanka Bureau of Foreign Employment (SLBFE). This initiative aims to empower the migrant community economically and socially, confirm their rights, and gather ideas and proposals for policy development. The President took the opportunity to personally engage with migrant workers, inquiring about their well-being and participating in friendly conversations.

Addressing the gathering, President Ranil Wickremesinghe further elaborated;

The government has provided support to migrant workers returning after earning foreign exchange to help them start a new chapter in their lives. This support is not a reward or grant, but a right earned through their dedicated service. Many returning individuals may find their old jobs no longer suitable for their aspirations, and this program is designed to assist those with the drive and determination to forge a new path. I encourage you to make the most of this opportunity.

During the country’s economic crisis, your contributions of foreign exchange were crucial for our recovery. Without such support, our economy would not have been able to stabilize. When I took over, the country was in severe decline, with shortages of fuel, fertilizer, and a bleak future ahead. In those early months, we faced numerous challenges. Without the money you sent, we would not have been able to navigate these difficulties.

Thanks to timely provision of fertilizers, we achieved a successful harvest in recent seasons, which has significantly advanced the economy of our country. Every dollar you sent was invaluable, and I extend my gratitude to all of you. Your contributions enabled us to celebrate the Sinhala New Year, Vesak, and Poson festivals with great success.

We must continue to advance and develop our country, as relying on loans alone cannot sustain our economy. While we have received concessions to help repay foreign loans, merely servicing the debt is insufficient. We need to boost our foreign exchange reserves, which require borrowing until we reach our target amount. However, this increases our debt, so efforts must focus on enhancing our foreign exchange inflow.

Formal training for those seeking foreign employment is essential. I have advised the minister to develop a program that equips returning workers with advanced professional skills. Additionally, we should shift towards an export-driven economy, attract foreign investments, and increase tourism. This new approach will guide our country toward further development.

We also need to focus on advancing agriculture in the country, particularly by increasing paddy production. To support this, we have initiated an agricultural modernization program. As a country, we must move forward with confidence.

While large-scale companies are attracting more investors, which are promising, my goal is to also uplift the common people. We have launched programs to address this.

The “Aswesuma” and “Urumaya” programs have been introduced to ensure that everyone in the country receives their rights. Additionally, Rs.50 billion has been allocated to provide essential loans for small and medium-sized businesses. This initiative is part of our broader effort to foster ground-level progress as the country develops.

In building an export-driven economy, it is crucial for individuals to focus on their village’s economic development as well. While we are committed to national economic growth, we are also providing support for local development. The future of our country is at stake, and there is no room for complacency. Politics should not be about false promises or superficial interactions; it’s about making informed decisions for the future. I remind you of the important responsibility you hold in this process.

Manusha Nanayakkara, Minister of Labour and Foreign Employment;

Sri Lanka has been able to stand strong as a country because of its foreign employees. In 2019, foreign workers sent USD 6.1 billion to Sri Lanka. By 2022, this amount had decreased to USD 3 billion. However, this year, these dedicated individuals have already sent USD 12 billion, bolstering the program led by President Ranil Wickremesinghe. Despite attempts by some political leaders to deter them from sending money for political reasons, these national heroes have remained committed.

President Ranil Wickremesinghe’s economic programs have successfully encouraged foreign workers to resume sending money to Sri Lanka, providing the necessary foreign exchange for the country’s basic needs. The government has introduced several special initiatives to support these workers, such as offering vehicle licenses, gifts, and certificates to those who have travelled abroad more than six times. These programs aim to recognize and honour migrant workers. Additionally, the government is working to provide the facilities needed to help migrant workers become entrepreneurs. We extend our heartfelt gratitude for your invaluable service.

Jagath Pushpakumara, State Minister for Labour and Foreign Employment;

There was a time when this country faced war, and the soldiers made great sacrifices to save it. In 2022, Sri Lanka faced another kind of war—an economic one. Farmers took to the streets due to a lack of fertilizer, there were fourteen-hour power cuts, and people protested in the streets without fuel and gas.

The struggle that began from there was exploited by opportunists, leading to the destruction of state property. Prime Minister Mahinda Rajapaksa resigned, and groups from the Sri Lanka Podujana Peramuna (SLPP) invited Sajith Premadasa to become Prime Minister. Sajith Premadasa declined, citing his inability to accept those challenges after serving as president for five years. A parliamentary group then approached Anura Kumara Dissanayake, who said the President must also be requested to step down for him to take over.

However, President Ranil Wickremesinghe took over the country without any conditions, pledging to free the people from oppression. Your support as patriots in economically rebuilding the country today is highly commendable.

Look at Bangladesh today. Prime Minister Sheikh Hasina won 224 out of 300 parliamentary seats in the last election. The defeated political groups and the student movement have begun a struggle together. A similar incident happened in Sri Lanka two years ago. Some people are trying to set the country on fire and seize power. People are urged to make informed decisions regarding this matter.

Governor of North Western Province, Naseer Ahamed Zainulabdeen;

Due to the severe economic crisis faced by the country two years ago, the future had become uncertain. President Ranil Wickremesinghe took charge, placing faith in the migrant workers and implementing an economic program.

Today, this program has made significant progress. Foreign reserves have increased to $20 billion, and efforts have been made to reduce inflation. Negotiations with creditor countries have successfully reduced Sri Lanka’s debt by USD 8 billion. President Ranil Wickremesinghe is the only political leader capable of achieving such a feat.

State Minister of Livestock, D B Herath;

The Ministry of Labour and Foreign Employment has worked diligently to align the foreign workforce in a way that benefits the country. The contributions of these migrant workers in helping the country navigate a severe two-year economic crisis are invaluable. When President Ranil Wickremesinghe assumed the presidency with 134 votes in the Parliament, the country was in a state of disarray.

These migrant workers, who believed in the President’s program, have been sending remittances back to Sri Lanka, significantly aiding the country’s economic recovery. We anticipate their continued support will strengthen our progress.

Today, your family is living abroad for Sri Lanka. While your family is abroad, the government is implementing programs to support and strengthen you. A new initiative has been introduced to help you navigate the economic crisis. Efforts have been made to provide relief through the ‘Aswesuma’ and ‘Urumaya’ programs. I urge you to use this relief to improve your situation.

State Minister for Primary Industries Chamara Sampath Dasanayake stated that the public is prepared to support President Ranil Wickremesinghe in the upcoming presidential election, recognizing his role in guiding the country out of its worst economic crisis.

He also emphasized that to advance the country’s economic development, it is essential for all parties to collaborate effectively.

Addressing the press briefing titled “Collective Path to a stable Country” held at the Presidential Media Centre (PMC) today (23), the State Minister further elaborated;

Under President Ranil Wickremesinghe, the country, which had previously plunged into the worst economic crisis in history, managed to recover within just two years. As a result, our ministry has transformed from a loss-making state to one that is now profitable.

Unlike other countries that faced severe economic crises, which have not achieved stability so quickly, our country has made significant progress. To continue this economic development and maintain stability, it is crucial for all parties to remain committed.

There was some initial opposition to the recent tax amendments aimed at increasing state revenue. However, as the positive results of these measures become evident, such objections are expected to diminish. It’s also important to note that many other countries impose higher tax rates than ours.

During the previous crisis, while people had money, there was a shortage of goods to purchase. Currently, that situation has improved. However, we still remember the state of the country two years ago. As a result, we are supporting President Ranil Wickremesinghe in the upcoming presidential election. The people are prepared to back the President regardless of party affiliation.

It is important to note that voters’ choices are driven by programs rather than party lines. In the upcoming elections, voters will focus on the policies rather than the personalities involved. We anticipate that President Ranil Wickremesinghe will secure a majority of votes in the Badulla area. Our citizens are discerning and make their decisions based on merit and the effectiveness of the candidates’ proposals.

The University Grants Commission announced an allocation of Rs. 4.2 billion to settle salary anomalies for university non-academic staff.

Chairman of UGC Prof. Sampath Amaratunga credited President Ranil Wickremesinghe's intervention with finding a solution to the salary anomalies that led to the strike.

The resolution follows a 75-day strike that significantly impacted all state universities and higher education institutions across Sri Lanka.

The signing of the Memorandum of Understanding (MoU) for the provision of interest-free loans to agribusiness entrepreneurs and farmers under the first phase of the Agriculture Modernization Program took place today (22) at the Presidential Secretariat.

The MoUs were signed between the Bank of Ceylon, the Regional Development Bank who are the key contributors to the initial phase and Secretary to the Ministry of Agriculture and Plantation Industry Janaka Dharmakeerthi. Accordingly, MoU with the People’s Bank are expected to be signed in the near future.

In this first phase, Rs. 650 million have been allocated to implement projects through agricultural modernization centres in 26 Divisional Secretariat Divisions selected for pilot projects, with a total of 75 DS divisions identified.

In the implementation of agricultural modernization projects within the DS divisions, more than 30% of the project costs are covered by agribusiness entrepreneurs and farmers, with the remaining 70% funded by the government.

To facilitate a revolving credit scheme, the government’s contribution, provided as an interest-free loan under the Agricultural Modernization Credit Scheme, can be recovered by a bank selected by the beneficiary from among the Bank of Ceylon (BoC), People’s Bank, and Regional Development Bank (RDB). A cabinet memorandum presented by President Ranil Wickremesinghe to establish and implement this system has been approved.

As a result, for selected and approved projects, interest-free loans will be paid to agribusiness entrepreneurs from funds deposited in an account in the name of the Secretary of the Ministry of Agriculture and Plantation at the Head Office of the Bank of Ceylon. Beneficiaries can choose between the Bank of Ceylon, People’s Bank, and the Regional Development Bank for their loan processing.

The loan concession period is up to 6 months, with a maximum repayment period of 5 years, including the concession period. The agriculture modernization centres determine the specific concession and repayment periods based on the loan amount and the nature of the project undertaken by the farmers or agribusiness entrepreneurs.

Commenting on the scheme, Agriculture and Plantation Industry Ministry Secretary Janaka Dharmakeerthi emphasized the need to shift towards production-oriented programs.

“We need to transform to production-oriented programs even now. Through this agreement, we aim to identify and support categories with production potential, providing them with the necessary facilities and transforming them into initiatives that will boost production in the future.

So far, we have tried to help people and increase production, but we have not yet reached our goal. Success is possible only if production is increased. We believe that the agricultural modernization program will lead to significant achievements. This program is crucial for reaching our long-term goals. Therefore, as a ministry, we are fully committed to supporting this initiative,” the Secretary explained.

Presidential Senior Adviser on Economic Affairs, Dr. R.H.S. Samaratunga,

The agricultural modernization program has been highlighted in two budgets presented by President Ranil Wickremesinghe. The agreement signed today marks a crucial step for its advancement. One of the program’s objectives is to allocate previously unused land to local entrepreneurs, fostering the development of export-oriented agriculture and establishing a commercial agriculture sector driven by local entrepreneurs.

Presidential Adviser on the Agriculture Modernization Project, Senior Prof. Gamini Senanayake, Senior Additional Secretary to the President (Agricultural Productivity and Land), Chandra Herath, Director (Agricultural Productivity and Land) A.A.C. Nilantha Perera, BoC Deputy General Manager R.M.N. Jeevantha, RDB Chief Executive Officer/ General Manager (Acting) E.A.D. Janitha Priyashantha and several other officials were present at the event.

President Ranil Wickremesinghe stated that the influence of threatening politics should be eliminated from the university system to ensure that students can pursue their education freely. He emphasized the need to reorganize the university system and transform the country’s schools and universities into formal educational institutions without disruption.

President Wickremesinghe made these remarks during a ceremony held today (20) to inaugurate the University of Science and Technology in the Poonani area of Batticaloa. During the event, the President unveiled a plaque and officially handed over the new university to the students. He also toured the facility and engaged in friendly conversation with the students.

Additionally, a Memorandum of Understanding was exchanged between the university administration and higher education institutions in Sri Lanka in the presence of President Wickremesinghe. To mark the occasion, a commemorative stamp was launched to celebrate the establishment of the University of Science and Technology as a student-owned institution.

President Ranil Wickremesinghe further stated,

“I first met Mr. Hezbollah in 1985. Today, he has established this international university, prioritizing technology and science. The university was created to provide our children with knowledge in these fields.

The government aims to advance science and technology in our country. We need people skilled in these areas, making this university is crucial for our nation’s development.

Thank you for your efforts in educating our children in science and technology. Mr. Hezbollah has made a significant contribution to this region. With this new university, the Eastern Province now has three universities.

This institution is not for profit. Any surplus funds should be used for its development. Around the world, there are many non-profit universities, including Harvard, Oxford, and Cambridge. Similarly, Kotelawala University and NSBM Green University in our country are also non-profit institutions.

However, some people refer to these institutions as “degree shops.” Does that mean Cambridge, Harvard, and Oxford are also degree shops? It is this mindset that has destroyed our public universities, and we need to change it. Today’s universities face new challenges, including groups that disrupt education and manipulate students. I commend the teachers who continue to educate under these conditions.

We should ignore derogatory terms like “degree shops” for universities. To ensure students can learn freely, we need to reorganize our university system. I may face criticism on social media for saying this, but universities should be free from political interference.

We must remove threatening politics from our universities and allow students to choose their courses freely. Our schools and universities should become formal educational institutions without disruptions.

If this university thrives, it will set a precedent for the development of other university systems, and we hope to see more universities like this in the future.

We also plan to establish an educational institution in honour of Mr. Lalith Athulathmudali, who made significant contributions to higher education in this country. Additionally, it should be noted that the government is working on launching four new educational institutions, including technical universities.”

Founder of the Batticaloa International University of Science and Technology and former Governor of the Eastern Province, Dr. M. L. A. M. Hezbollah,

“I would like to extend my gratitude to the President for inaugurating this university. I searched extensively for a suitable location to build it, and ultimately chose Uva, where many low-income families reside. This location, central to the North Central and Eastern provinces, will benefit the people of all three regions.

President Ranil Wickremesinghe directed that educational activities at this university should commence as soon as possible. Currently, around 1,200 students from nearly every province in the country are enrolled here.

This university is open to all children, regardless of race or religion. Our goal is to nurture well-rounded Sri Lankans.

Our country faced a severe crisis, and during that time, President Ranil Wickremesinghe took office and worked tirelessly to rebuild the nation. Thanks to his efforts, we can proudly declare to the world that we are Sri Lankans.”

Minister of Education Susil Premajayantha stated that despite economic challenges, the government has successfully addressed the teacher shortage by deploying 16,000 teachers at both the national and provincial levels.

He emphasized that under the leadership of President Ranil Wickremesinghe, the government took on the responsibility of steering the country towards recovery within two years, especially during a time when no one else stepped up amidst the country’s most severe crisis. The minister highlighted the necessity of this initiative at this critical juncture.

Addressing the press briefing titled “Collective Path to a Stable Country” held at the Presidential Media Centre (PMC) today (22), Education Minister Susil Premajayantha further elaborated;

Alongside the “Aragalaya” with the COVID-19 pandemic, every sector in this country, including the entire education system, faced a significant crisis. It is noteworthy that our government, led by President Ranil Wickremesinghe, assumed the responsibility of reviving the country when no one else did. Consequently, the situation has improved, and the country has been restored over the past two years. It is important to reflect on the state of the country then and its current condition.

Additionally, the Chinese government has confirmed that it will provide 100% of the school uniforms for Sri Lankan school students in 2025. The distribution of school books for 2025 to local stores will commence tomorrow. We have also arranged to provide lunch for all schools, except for the main national schools, benefiting 1.7 million students.

Furthermore, the Korea International Cooperation Agency (KOICA) is set to provide USD 85 million to Ocean University.

Development activities at other universities, which were halted due to a lack of foreign aid, have also resumed. This is crucial for both the university system and the construction industry.

We are actively working to address two key issues affecting the teaching profession in the education sector. As part of this effort, we will conduct a review of these issues and resolve them, enabling timely salary increments. The Secretary of the Public Service Commission has agreed to expedite this process, and after receiving the necessary directives from the Ministry, we will forward them to provincial authorities by next Wednesday.

Additionally, we have facilitated the appointment of about 16,000 teachers at both national and provincial levels during this period, despite economic difficulties. This has helped to effectively address the teacher shortage.

We have also arranged to provide 2,700 high-tech Smart Boards to schools, with the goal of digitizing the entire school network. Furthermore, the Asian Development Bank plans to provide USD 400 million for teacher training.

The Sri Lanka Podujana Peramuna (SLPP) is yet to be intimated officially or in writing by incumbent Ranil Wickremesinghe or entrepreneur Dhammika Perera that either will contest for the presidency, said its national organizer Namal Rajapaksa, while stressing that he too, has not done anything of the sort.

He was responding to media queries with regard to the SLPP’s candidate.

The SLPP will name its candidate at the appropriate time, and that candidate is someone who can repay the country’s debts, and does not sell national resources, said Rajapaksa.

Several contenders are at talks with the party with regard to the candidacy, he added.
